With the thru hole beveled on the inside a multi layer plug is made using 17 oz. cloth to fit the area.  Epoxied in place it becomes part of the hull, no more hole...

Resin the beveled area and put the plug in place, brace it to hold while curing and that's it...

The outside of the hull gets a mixture of 5:1 epoxy with silica mix to smooth out, fill in, and make water proof.  I'm not putting that one layer of cloth that was taken off, just the epoxy mix for waterproofing.  The hull is 5/8 thick at the thinnest point and really doesn't need that first layer of cloth.
